MUNICIPAL BOARD

December 29, 2009

     A meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on December 29, 2009. The meeting was called to order at 6:33 PM.  Members present.

Public Comment:           None   

Approval of Minutes:

§         Motion by Mr. Ortlieb, seconded by Mrs. Duflo, to approve the minutes of the November 24, 2009 meeting as presented.  All voted in favor.

Monthly Surcharges:

§         Board reviewed the surcharge report for the month of November 2009 in the amount of  $3,000.00.

Motion by Mr. Ortlieb, seconded by Mrs. Duflo to table until January 26th meeting, due to absence of two board members.  All in favor.

Correspondence:

 

§         Letter to Town of Lowville was prepared by Mr. Nortz in response to proposal dated Nov. 17th from Supervisor Rice regarding rate decrease.  Letter will be signed by Chairman Nortz and Mayor Youngs.

Old Business

§         Haleocetic Acids (HAA5's):  Last test sample was taken on Dec. 12th.  An average of 66 ug/l for the quarter is slightly better than last, but not greatly improved.  Mr. Tabolt will check further with Mickey Lehman of Bernier, Carr & Assoc. for possible stimulus grant funds for groundwater exploration and implementation.

§         Water Rates:    None

      

New Business

§         Electrical Surge Problem @ Watershed:   Electrical damage occurred at our Filtration Plant and Youngs Pond Pumping Station because of a power surge during  power interruption on Dec. 9th. .  Phase 4 recommends continued use of existing repaired VFD's.  Repair costs to date total approximately $1,900. 

§         Ecoli Sampling:  Mr. Tabolt informed the Board regarding the Ecoli sampling we have been doing.  The average from our samples was over the limit.  This would normally trigger Crypto sampling.  DOH has given us the option of resampling Ecoli under a different scenario which would be considerably less expensive ($2080) in comparison to the Crypto sampling ($13,000).  Test results will determine future decisions.  If we continue to exceed the limits, we have to begin Crypto sampling.

Motion by Mrs. Duflo, seconded by Mr. Ortlieb to do Ecoli resampling as recommended by Mr. Tabolt.  All in favor.

§         Watson:   Mr. Tabolt will contact Watson Supervisor Virgil Taylor to relay that the Village of Lowville is willing to sit down with Watson officials regarding any water issues, at any time.

Meeting Close: 

§         Follows ups and agenda for the next meeting:

-         Bd. requests more information regarding long-term Water Debt payments for next meeting.

-         Next meeting is planned for January 26th at 6:30 PM.
