Special Meeting

May 6, 2009

    

A special meeting of the Board of Trustees of the Village of Lowville was called to order by Mary Youngs, Mayor at 10:00 a.m. 

Attendance:              Mayor Mary Youngs            Trustee Dennis Bishop                                                           Trustee Charles Truax            Trustee Dennis Kraeger                                                         Trustee Brian Western

Others Present:            Eric Virkler, Chief Fredenburg, Town Council, Steve Virkler, members of the Public

                                                 

Purpose of the Meeting

The purpose of the meeting was to continue discussions regarding shared office space with the Town of Lowville Council. Trustee Dennis Bishop summarized the key points the Village proposes as components of an intermunicipal agreement.

 

Discussion

The two Boards had a lengthy discussion with various questions and issues addressed. The Village Board noted they recommend utilizing only the existing Town land parcel and also the existing office building. An additional building and garage will be constructed for the Police Department. Eric Virkler provided an update on NYS Local Government Efficiency program and the possibility of funding assistance. Supervisor Rice asked the Village to consider two issues: Would the Village consider changing the Zoning of the Town parcel to allow for an office building, without any variance, and would the Village consider and immediate payment of the buy-in amount for the Building. This immediate upfront payment would allow the Town to close out its debt for the building and save interest costs. There were comments from Lou Bush and Jack Nortz as public citizens. Trustee Bishop summarized the discussion by highlighting the positives to residents and the Town and Village of a shared building.

 

Action:

Motion by Trustee Truax, seconded by Trustee Kraeger to support the Recommendation of the Joint Town/Village committee regarding the shared office building. This Recommendation is attached. All Trustees voted in favor.

The Town Council approved a resolution to support the Recommendation and to support an intermunicipal agreement.
